Cut a piece of fabric 8½" wide and about 2" longer than the quilt width. WRONG sides together, fold fabric in half lengthwise. Sew ¼" seam. Clip ½" as shown by red line.

Do this on one side of sleeve only. Press seam flat. Position seam in center of sleeve. Press sleeve, pressing seam to one side. If you notice, seam will lie along center back. When rod is then inserted, it will not catch seam and unravel.

Turn 1/8" to inside on raw side, finger press, and turn 1/8" again, enclosing raw edge. Stitch. Press.
Place sleeve along bias binding and inside one side of bias binding, and measure to other inside of bias binding. Mark with pencil. cut so that edge will be 1" away from mark. This is so that when you press in this mark, you won't scorch your fingers. Press marked edge to inside. Cut ¼" away and turn 1/8" away from cut edge. You now have enclosed edge. Stitch and press. Pin sleeve to quilt with seam to quilt side and right next to binding on top and sides. Hand stitch along top only.

Before you go any further, lift the bottom of the sleeve up and make a new fold about ½" below the original fold.

Keeping the new fold flat against the quilt top stitch along back side of sleeve, along the bottom of the new fold, and back side of opposite side of sleeve. In all instances, be careful not to stitch to quilt front. This flap will allow space for the rod insertion
